IREC Rule No.1419: Allowance To Nursing Staff

1419. Allowance To Nursing Staff:-

The following allowances shall be granted to the nursing staff on railways-

3. Washing Allowance Rs. 150/- per month

Note:

(1)   The Uniform allowance may be granted either on a monthly or an annual basis at the discretion of the Railway Administration.

 (2) Nursing staff for whom messing allowance is admissible should be allowed to draw that allowance during leave to the extent indicated below:

(i)    If the period of leave is on average pay/full pay, messing allowance will be at full rates admissible;

(ii)    If the period of leave is on half pay/half average pay, messing allowance will be at half of the normal rates admissible;

(iii)   If the period of leave is without pay, no messing allowance will be admissible; and

(iv)   Messing allowance will be admissible on the basis indicated above during leave on Medical certificate or maternity leave.

(3)   Laundry allowance will not be admissible if the period of leave exceeds 15 days at a time.

(4)   The Uniform Allowance will be admissible during leave and subject to the conditions mentioned in Rule 1412.

If the allowance is paid on annual basis proportionate reduction should be made if the total period of all kinds of leave exceeds four months at a time.

5      (i)    The above rates will be effective from 01.08.1997.

(ii)    The Nursing Allowance will be payable at Rs.1600 p.m. w.e.f. 15.07.1998.

(iii) The Nursing Personnel of all categories at all levels working in Railway Hospital and registered under the Indian Nursing Council Act are eligible.

(iv)   Nursing Allowance will not be treated as ‘Pay’.

  1.      Since Nursing Allowance is a total compensation for the conditions of working including night work, the Nursing Staff would cease to be eligible for Night Duty Allowance.

Consequent up on acceptance of 7th CPC recommendations, revised rates of Nursing Allowance effective from 01.07.2017, the orders have been by the Railway Board vide RBE No.166/2017, No.E(P&A)I-2017/SP-1/Genl-3, 13.11.2017 as under:-

Sub: Revision  of  rates  of  Nursing  Allowance   to  the   Nursing  Personnel  – Implementation of   the   recommendations    of   the  7th Central   Pay Commission –  Regarding.

1.    Consequent upon the decisions taken by the government on the recommendations of the 7th Central Pay Commission relating to revision  of allowances, the President is pleased to sanction the revision of existing rate of Nursing Allowance to  the  Nursing Personnel of  all categories  at all  levels, working in Railway Hospitals and registered under the  Indian Nursing Council Act, subject to the following conditions and as per the details given below:

(a) Nursing Allowance  will  not  be treated  as a part of  pay as already decided vide Ministry  of Railways’ Order dated 17.09.1998.

2. The revised rates of Nursing Allowance shall be admissible with effect from the 01.07.2017. The rates of Nursing Allowance will go up by 25% each time the Dearness Allowance payable on revised pay scale rises by 50%.

 

Consequent up on acceptance of 7th CPC recommendations uniform related allowances have been subsumed into a single Dress Allowance vide RBE No.141/2017, PC-VII/2017/I/7/5/7, 03.10.2017 as under:-

Sub:  Implementation of the recommendations of the 7th Central Pay Commission – Dress Allowance.

1.    In terms of extant instructions, the Uniform – related allowances being paid to Railway employees as admissible included Kit Maintenance Allowance, Shoe Allowance, Uniform Allowance and Washing Allowance.

2.    Consequent to the decision taken by the Government on the recommendations of the 7th CPC, these   uniform-related allowances have   been subsumed into a single Dress Allowance. The President is pleased to approve payment of this Dress Allowance to the categories of employees and at the rates as listed below:

Nurses Rs.1800 p.m.

3.    With this notification of Dress Allowance, existing uniform related allowances,  including those for maintenance & washing of uniforms, will no longer be payable separately. Existing orders for payment of such separate uniform related allowances including Shoe Allowance therefore shall superseded.

4.   With the payment of this Dress Allowance, categories of staff who were earlier being provided Uniforms, will henceforth not be provided with Uniforms.

4.    The amount of Dress Allowance shall be credited to the salary of entitled employees directly once a year in the month of July.

5.    This allowance covers only the basic uniform of the employees. Any special clothing like the fluorescent clothing provided to Trackmen of Indian Railways will continue to be provided by this Ministry as per the existing norms.

6.    The rates of Dress Allowance will go up by 25% each time Dearness Allowance rises by 50%.

7.        These orders will take effect from 01.07.2017.
