Sub: Strengthening of Administration – Premature retirement of Railway Servants.

Detailed instructions on the above noted subject were issued under Board’s letter No.E(P&A)I-77/RT-53, dated 15.11.1979 and subsequent clarifications issued, from time to time, which inter alia contain the criteria, procedure and guidelines for reviewing the cases of Railway servants for retention in service or premature retirement under Rule 2046(b) R-II or Rule 2046(k) R-II, or para 2(2) of section I of Railway Ministry’s letter No.E.48-CPC-208, dated 08.07.1950, incorporated as per 620 of the Manual of Railway Pension Rules. In view of the need for removal of corruption, it is once again emphasized that these instructions should be followed scrupulously with the objective of weeding out the Railway servants who are inefficient or are of doubtful integrity without taking any lenient or compassionate view, either while reviewing their cases for retention or otherwise in service or while writing their annual confidential reports.
