RBE No. 40/1985: Unpaid Wages – Fraudulent Payment

Sub: Fraudulent payment of unpaid wages.
Reference instructions contained in Ministry of Railway’s letters of even number dated 29.04.1982 and 25.06.1983 on the subject noted above. As incidents of fraudulent payment of unpaid wages due to improper witnessing of payments are still occurring, the Railway Ministry have decided that the following additional steps should be taken to ensure that unpaid wages are paid to genuine person only:-
(i) Application form for claiming unpaid wages may be standardized in consultation with your FA&CAO which may also provide for identification of the official making the application, in addition to witnessing of the payment.
(ii) The witnessing official nominated on the bill may nominate another Railway official to act as an identifying official in his presence and get his signature (with name and designation) on the bill in token of having identified the payee correctly and then witness the payment himself.
