RBE No. 37/1985: Circulars on Establishment Matters – Printing and Indexing

Sub: printing and indexing of circulars on establishment matters – Recommendation of Railway Reforms Committee.

1. The Railway Reforms Committee (RRC) in Recommendation No.148 in part IX of the report on ‘Personnel’ have made the following recommendation:-
“There should be an annual summary of all orders issued during the year with suitable indexing. Manuals and Codes should be reprinted every five years and the earlier ones withdrawn from circulation.”
2. The Ministry of Railways have considered the recommendation and have accepted the same.
3.1 Insofar as reprinting of Manuals and Codes is concerned, action in this regard will be taken by Code Revision Cell of the Ministry of Railways.
3.2 As regards recommendations regarding annual summary of all orders, reference obviously being to orders, instructions and circulars in establishment matters, issued during the year with suitable indexing, it appears many of the Zonal Railways are already having a standing arrangement of printing and circulating the orders issued by the Ministry of Railways as well as circulars issued by the Zonal Railway Headquarters on Establishment matters. It has been decided that wherever this arrangement is already in vogue, the same may be continued and arrangement of indexing also introduced and wherever this practice is not already in vogue, the same may be introduced with immediate effect. The indexing of such circulars may be published once a year or once in two years, as may be found convenient.
