1. In their letters quoted above, the Board have issued orders from time to time laying down procedure for selection to Group ‘B’ both in the selection against 75% and LDCE.
2. The matter has been reviewed with a view to rationalizing the procedure and in partial modification of the instructions contained therein, the Board have decided that the following procedure should be followed in the written test, viva-voce and evolution of Record of service.
(A) Written Test:-

Note:
(i) Out of 150 marks the questions relating to professional subject will carry at least 100 marks in each paper.
(ii) In case of Accounts Department, paper-I will cover General Knowledge and English. Subjects of paper II(A) circulated under Boards letter dated 03.08.1977 and Paper-II will cover the subjects of paper-II(B) & III of this office letter dated 03.08.1977 as clarified in Boards letter No. dated 09.09.1978.
(iii) The main examination mentioned above shall be preceded by a pre-qualifying test in all subjects in terms of orders contained in Board’s letter No.E(GP)88/2/111, dated 15.03.1989.
(iv) Apart from the minimum qualifying marks stated above, there shall be no separate minimum qualifying marks for any subject.

Note:
In the case of S&T Department the portion relating to professional subject shall be equally divided between (i) Mechanical, Signalling and Land Line Communications and (ii) Electrical, Signalling and Wireless Communications as per the instructions contained in Boards letter No.E(GP)79/2/25, dated 04.05.1979 and the syllabus circulated there with shall be followed.

The record of service will be evaluated in terms of instructions contained in Board’s letter No.E(GP)87/2/123, dated 19.09.1988 and 29.09.1988.
3. The Board have also decide that the papers on non-professional portions i.e. Establishment and Financial Rules, General Knowledge and General English shall also be set and evaluated by the PHOD/HOD of the concern department and not necessarily by FA&CAO and Chief Personnel Officer.
4. These instructions come into force after 15 days from the issue thereof and the examinations and viva-voce conducted and record of service evaluated before that date as per earlier instructions will not be affected.
