Adhoc Promotion: RBE No.211/2000 – Regulation

Sub: Regulation of promotion on adhoc basis.
1. In terms of Para 216A of Indian Railway Establishment Manual, Vol.I (1989 Edition) as modified vide Advance Correction Slip No.65 and 72 issued under this Ministry’s letters No.E(NG)I/94PM 1/10, dated 09.12.1998 (RBE No.279/1998) and 19.02.1999 (RBE No.20/1999) selections/ suitability tests/ trade tests should be conducted timely so as to obviate the need for making adhoc promotions both in selection and non-selection posts. While there should be no adhoc promotions in non-selection posts, adhoc promotions may be made in leave vacancies and short duration vacancies up to 4 months against selection posts. Normally, no adhoc promotion should be made against regular vacancies. If it becomes inescapable to make adhoc promotion against regular vacancy warranted by such circumstances as Court’s orders etc., such promotion should be allowed only with the prior personal approval of Chief Personnel Officer who should satisfy himself with reasons for non-finalisation of the selections before according his sanction. In any case, such arrangements should not be allowed to last over six months except in exceptional circumstances like where a panel cannot be formed because of Court’s Stay Order etc.
2. The instructions regarding holding of regular selections/ suitability tests/ trade teste. to avoid adhoc promotions and the need to follow the provisions in the Manual as stated above in ordering such promotions wherever inescapable were reiterated vide Board’s letter of even number dated 13.12.1999 (RBE No.295/1999).
3. The National Federation of Indian Railwaymen in a letter to the Board have complained that the instructions of the Board dated 13.12.1999 (RBE No.295/1999) referred to above have created confusion on the Zonal Railways and the Railway Administrations are resorting to reversion of adhoc promotees on completion of 4 months of the initial adhoc promotion taking the continuation/ extension thereof as second adhoc promotion. The issue was also raised by the Federation in the PNM meeting with Board held on 23-24.10.2000.
4. The Board wish to clarify that allowing continuation/ extension of initial adhoc promotion by CPO in accordance with the provisions contained in Para 216A of the Manual as referred to above does not constitute grant of second/ double adhoc promotion.
