Sub:   Assignment of seniority among SC/ST candidates in Selection posts.

1. Attention is invited to paras 2(i) and 2(ii) of Board’s letter of even number dated 30.06.1999 on the above referred subject, vide which the instructions contained in Board’s letter No.83-E(SCT)/42/1, dated 14.04.1983 and No.90-E(SCT)I/25/3, dated 02.09.1990 regarding placement of SC/ST candidates who qualify on general standard vis-à-vis those SC/ST candidates who qualify on relaxed standard had been reiterated.

2. In this regard, one of the Railways has sought a clarification whether in a Selection/ LDCE, senior SC/ST candidate who qualifies with relaxed standard will rank senior to a junior SC/ST candidate who qualifies with general standard.

3. It is clarified that within the SC/ST employees empanelled through Selection/ LDCE, those SCs/STs who are empanelled without relaxation will be treated as senior vis-à-vis those SCs/STs who are empanelled with relaxed standard.

4. This disposes of Central Railway’s reference No.HPB/876/R/C/PNM-CRMS/1807(3), dated 17.12.1999.
