Incentive Increments: RBE No.240/1985 – To Staff in Account Department

Sub: Grant of incentive increments to staff in Accounts Department on promotion as CG-I after qualifying Appendix-II examination.
1. Reference is invited to this Ministry’s letter of even number dated 12.12.1983 and 21.02.1984. A list is enclosed detailing the reference particulars received from each Zonal Railway/ Production Unit.
2. It is seen from the replies received from the Railways that no notice has been served in the following cases:
(i) Employees who have ceased to be in service or who have since expired.
(ii) Employees whose individual cases are being still contested in the Court.
(iii) Employees from whom recoveries have been made in part of full prior to issue of this Ministry’s letter of 21.02.1984.
3. It has also been reported by some of the Railways that the said employee have raised a counter-point to the effect that the first sentence of the Memorandum speaks of granting four increments by virtue of passing Appendix-II examination while in actual practice they got only three advance increments after passing the examination and the benefit of the fourth increment was received only on promotion as Clerks Grade-I.
4. Board desire that in all the above cases the Draft Memorandum sent to the Railways may be suitably rewarded in consultation with your Law Officer and issued. In the case of serving or retired employees, whose whereabouts are not known, or who have since expired the notice may he served to the address last available in the records of the Railway. The Railway Administrations should ensure that appropriately worded notices are issued in all cases without fail. A time limit should also be set for submitting the representations. It would not be necessary to wait indefinitely for a reply from the employee.
5. In the case of such of those employees where notices have been served by the Administration and representations have been received and forwarded by the Railway Administration, the Ministry, after a careful consideration of the matter, have decided that the amount of over-payment made towards erroneous grant of advance increments after qualifying in the Appendix-II examination on promotion as CG-I may be recovered from the employees in full. These recoveries may be made in suitable installments with immediate effect.
6. Board desire that after issue of fresh notice as in para 2 above and receipt of representations from the employees or expiry of the time laid down in the notice, the representations/ positions may be furnished to the Board for taking a decision in their cases. This will not apply to cases which are subjudice. The position in regard to them may be reported separately.
