Special Pay: RBE No.234/1985 – To Instructional Staff

Sub: Special pay to Instructional staff on Railways.

Ref:  Board’s letter No.E (P&A)I-78 CPC/4, dated 05.02.1979.

1. The word “elsewhere” appearing in para 1 of Board’s letter No.E(S)I 56 CPC/194, dated 18.10.1958 was deleted vide Board’s letter dated 05.02.1979, referred to above. This letter, which was effective from 01.01.1979, clarified that only staff engaged on instructional duties in training institutions are entitled to special pay for instructional duties. However, instances have come to Board’s notice that on some Railways special pay was being continued beyond 01.01.1979 on some wrong interpretation, even in the case of staff  employed in non-training institutions such as Basic Training Schools, etc.

2. The Railway Board have reviewed the matter and would like to reiterate that staff employed in non-training institutions such as Basic Training School etc. are not entitled to any special pay beyond 01.01.1979. They desire that where such special pay was being or is still being continued beyond 01.01.1979, the same should be stopped forthwith. Overpayments on this account, if any, should be regularized under your own powers, in consultation with your FA and CAO.

3. This issues with the concurrence of Finance Directorate of the Ministry of Railways.
