Special Pay: RBE No.245/1985 – Head Punch Operators

Sub: Grant of special pay to upgraded posts of Punch Room Supervisors in scale Rs.425-700 (RS) re-designated as Head Punch Operators.
1. Reference this Ministry’s letter No.PCIII/84/UPG/9, dated 16.11.1984. A point has been raised by the Eastern Railway (under letter No.A/EDP/Policy, dated 11.01.1985) whether the Head Punch Operators (Rs.425-700) are to be paid the special pay/ machine allowance consequent on modification of their duties. This also refers to para 6 of this Ministry’s letter No.E(P&A)I-84-SP-1 TP-1, dated 25.06.1985.
2. It is clarified that Head Punch Operators (earlier designated as Punch Room Supervisors) in scale Rs.425-700 will not be entitled to any special pay/ machine allowance. However, if on promotion from the scale Rs.330-560 to Rs.425-700, as a result of the up-gradation orders of 16.11.1984, where is drop in the emoluments due to loss of special pay such loss may be protected as personal pay to be absorbed by future increase in pay.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
