RBE No. 120/2020: Sports – Selection of Players/Coaches

Sub: Systemic improvements related to sports establishments in Indian Railways.

In order to bring about transparency in sports establishment and to reduce the discretion in selection of players and coaches, certain systemic improvements were advised by the Vigilance Dte. The same has been examined and it has been decided that following may be adopted:

(i) For selection of players for participation in All India Railway Championships, National Championships and other Championships where Zonal Railways and Indian Railways are represented, a multi member Selection Committee will give in writing the reason for selection of players based on their performance and other attributes required with some empirical data related to field trial/ performance etc.

(ii) Coaches are nominated based on their track record, psychology, behavior, controlling authority, knowledge sharing ability, motivational skills, decision making ability and feedbacks received from various players, officials, other coaches and Sports In-charge/ Sports Coordinator. Sports In-charge/ Sport Coordinator will also give in writing the reason for nomination of Coaches based on their qualities and other attributes etc. required as coach.

(iii) Sportspersons, coaches and officials while taking up any assignment outside Railways, should scrupulously follow the provisions laid down in Rule 15 of Railway Services (Conduct) Rules, 1966 read with Para 103(18) of IREC Vol.I.

(iv) In order to bring transparency, the sports administration posts may be treated as “Sensitive” and the officials not recruited through Sports quota having a cumulative service of 10 years in sports establishments should be immediately replaced and officials recruited against sports quota working for more than 10 years in one seat should be rotated within sports establishment. Further, those officials having 5 years plus service in same seat should be rotated within sports establishment in a phased manner. In exceptional cases where officials of other than sports cadre with cumulative service of more than 10 years is required to be retained in sports establishment, approval of President/ RSPB will be required.

(v) This may be ensured by all concerned.
