RBE No. 275/1989: Fixation of Pay – Reckoning Special Pay

Sub: Reckoning of special pay of Rs.35 to UDCs in the non-sectt. Administrative offices for the purpose of fixation of pay on promotion.
1. Reference has been received from zonal Railway seeking clarification regarding reckoning of special pay for the purposes of fixation of pay to those UDCs who have been promoted as Head Clerks due to up-gradation without getting special pay or UDCs who have worked as UDCs with special pay for shorter periods.
2. In this connection, attention is invited to Board’s letter of even number, dated 11.07.1979 wherein special pay of Rs.35 has been granted to 10% posts of UDCs for doing complex and arduous nature of job. Subsequently, as per the award given by the Board of Arbitration, special pay has been allowed for the purpose of fixation on promotion to those UDCs who fulfill the conditions laid down in Board’s letter of even number, dated 27.11.1987 (RBE NO. 286/1987). In this light of the circumstances explained above, the question of extending the benefit to UDCs promoted without getting special pay or having worked for less than three years in terms of Board’s letter of even number, dated 02.08.1989 (RBE No. 195/1989) does not arise.
3. So far stepping up of pay of the seniors with reference to the juniors, the position has already been clarified in Board’s letter of even number, dated 31.10.1988 (RBE No. 248/1988).
