RBE No. 205/1989: Fixation of Pay – On Promotion

Sub: Recommendations of the Forth Central Pay Commission – Decisions relating to fixation of Pay on Promotion / appointment from one post to another carrying duties and responsibilities of greater importance.
1. Reference this Ministry’s letter No.PC-IV/86/IMP/36, dated 21.06.1988 (RBE No. 137/1988) on the subject mentioned above which provides that when a Railway servant is promoted or appointed from one post to another post carrying duties and responsibilities of greater importance than those attached to the post held by him the provisions contained in Rules 2018(B) [FR 22-C] – R.II shall apply for fixing his pay, subject to the condition that, the amount to be added to pay in the lower post before fixing the pay in the higher post, should not be less than Rs.25. Again this Ministry’s letter No. of even number dated 31.12.1987 (RBE No. 320/1987), provides for option of the date for fixation of pay on promotion under Rule 2018(B) [FR 22-C] R.II.
2. A necessity has now arisen for review of option for pay fixation in the cases of Railway employees who were promoted to post involving higher duties and responsibilities after 01.01.1986 and up to 21.06.1988 (RBE No. 137/1988), because of the decision that the amount to be added to pay in the lower post, before fixing pay at the next stage in the higher post, should not be less than Rs.25.
3. The matter has been carefully examined and the President is pleased to decide that Railway employees, who were appointed/ promoted between 01.01.1986 and 21.06.1988 and whose pay is to be fixed under 2018(B) [FR 22-C] R.II (read with orders contained in this Ministry’s letter No.PC-IV/86/IMP/36, dated 21.06.1988 (RBE No. 137/1988), may be given another opportunity for exercising fresh option under this Ministry’s letter of even number dated 31.12.1987 (RBE No. 320/1987).
4. Option in terms of para 3 below shall be exercised within a period of 3 months from the date of issue of these orders. Option once exercise under this letter shall be final. In order to avoid any request to extend the date of option, these instructions should be promptly and immediately circulated to all concerned.
5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
