RBE No. 216/1988: Fixation of Pay – Non Functional Selection Grade

Sub: Fixation of pay of persons holding pre-revised non-functional selection Grade/ corresponding revised scale on personal basis.

1.     The Non Functional Selection Grade in case of certain Group ‘C’ & ‘D’ categories of post were created vide this Ministry’s letter No.PC-III/74/MS/16, dated 12.04.1977. Based on the recommendations of the Fourth Central Pay Commission these Non Functional Selection Grade have since been abolished. However, as per ‘instruction (2)’ below the First Schedule to the Railway Services (Revised Pay) Rules, 1986, the existing incumbents in non functional selection grade have been allowed suitable revised scales of pay corresponding to the pre-revised non functional selection grade scales as personal to them. In some cases the corresponding revised scale of the pre-revised non-functional selection grade has become identical to the revised scale of pay for the next promotional post. A doubt has been raised as to how to fix the pay of a Railway servant in such revised personal scale of pay when appointed to a post in identical scale of pay after observing due process of rules relating to promotion and the appointment to the promotional post involves assumption of higher duties and responsibilities. 

2.     It is clarified that in such cases wherever appointment to higher post involves adoption of higher duties and responsibilities and the personal scale of pay and scale of pay of the higher post is identical, the pay may be fixed under Rule 2018-B [FR 22-C] R.II.
