RBE No. 209/1988: Fixation of Pay – Loco Supervisory Staff

Sub: Anomaly in the fixation of pay of loco supervisory staff appointed prior to 01.01.1986 with reference to junior appointed after 01.01.1986 and drawing more pay than the seniors.

1.     It has come to the notice of the Board that staff appointed prior to 01.01.1986 as Loco Running Supervisors in the pre-revised scales, whose pay has been fixed in the replacement scales for Loco Running Supervisors under the RS(RP) Rules, 1986, are drawing less pay than their juniors appointed to these posts after 01.01.1986. The anomaly has arisen in respect of seniors who have been fitted in the replacement scales of Rs.2000-3200 as well as Rs.2375-3500, allotted as revised scales to loco supervisors.

2.     The Ministry of Railways have decided that these anomalies should be resolved as follows:-

(i)    The pay of a senior local supervisor appointed prior to 01.01.1986, is fixed in the revised pay scales of pay of Rs.2000-3200, may be stepped up to the level of a junior drawing more pay in this grade, appointed on or after 01.01.1986, with effect from the date junior is drawing more than the senior; this will, however, be subject to the condition that the notional pay of the junior in the revised (4th PC) scale of Rs.2000-3200, hypothetically fixed on the assumption that the junior was also appointed to the pre-revised loco supervisory grade prior to 01.01.1986, is less than that of the senior. 

(ii)    The pay of a senior loco supervisor promoted to still higher pre-revised grade prior to 01.01.1986, and fitted in the replacement scale of Rs.2375-3500, may be stepped up, with reference to the pay of the junior in scale Rs.2000-3200, which has been stepped up under 2(i) above, with effect from the date of such stepping up of the junior. 

3.     The benefit of stepping up in the revised loco supervisory grades of Rs.2000-3200 and Rs.2375-3500 will be subject to the following conditions:-

(a)   The stepping up of pay will be allowed to running staff only appointed as loco running supervisors in whose cases 30% of basic pay is taken as pay element in the running allowance. The stepping up of pay will not be admissible to the non-running staff of Mechanical Department appointed as Loco Running Supervisors as in their cases the question of pay element in the running allowance does not arise. 

(b)   Even in the lower post, revised for pre-revised, the junior was drawing more pay than the senior by virtue of advance increments granted to him or otherwise, stepping up will not be permissible.

(c)    Stepping up will be allowed only once; the pay so fixed after stepping up will remain unchanged.

(d)   The stopping up will be subject to the existing stipulation that the maximum of the scale of Rs.2000-3200 or Rs.2375-3500, as the case may be, is not exceeded in any case. 

(d)   The next increment will be allowed, if due, on completion of the requisite qualifying service with effect from the date of re-fixation of pay.

4.     Board desire that the stepping up of pay under these instructions may be allowed and arrears as may be due, paid to the affected staff.

5.     This has the approval of the President and issues with the concurrence of the Finance Directorate of the Ministry of Railways.

6.     This disposes of Central Railway’s letter No.HPB/402/T/D/Loco, dated 08.04.1988.
