Scribe – Persons with Benchmark Disabilities (PwBD)

Sub: Recruitment of Persons with Disabilities – formation of panel of Scribes – reg.

1. Attention is invited to this Ministry’s letter of even number dated 17.09.2007, 18.02.2011, 27.04.2012, 25.09.2013, 18.10.2013, 29.07.2015 and 25.10.2016 regarding guidelines for providing concessions/ facilities including scribes to Persons with Benchmark Disabilities (PwBD), while conducting examination for their recruitment from open market.

2. Consequent to issuance of OM No.34-02/2015-DD-III(Pt), dated 01.01.2019 by Department of Empowerment of Persons with Disabilities (DoEPwD), Ministry of Social Justice & Empowerment (copy enclosed), the following modalities w.r.t. the facility of scribes are now laid down:-

(i)    A panel of scribes may be identified for each Division under the Zonal Railway as per the requirements of the examination.

(ii)    While doing so either separate panels of scribes for posts with qualification of 10^th/ 10^th + ITI, 12^th, Graduate, Diploma in Engineering (the various common entry level qualifications for most Railway exams) be formed or a single/ composite panel of scribes with adequate number for each of the above categories be formed.

(iii)   From the panel(s), scribe of appropriate educational qualification level be assigned to candidates depending on entry qualification of the post. Scribe’s qualification to be not more than (subject to Matriculation as minimum requirement) minimum educational qualification for exam and not be linked to candidate’s qualification.

(iv)   The panels thus formed will be available for both Railways/ RRCs and Railway Recruitment Boards (RRBs).

(v) Candidates should be allowed to meet the scribe two days before the examination so that the candidates get a chance to check and verify whether the scribe is suitable or not.

3. Till such panels of scribes are finalized by Railways, eligible PwBD candidates are to be allowed to appear in Railway examinations with a scribe of their choice (without any restriction on the scribe’s qualification) in terms of Board’s clarificatory letter dated 18.10.2013 referred to above.
