Sub: AVC for Ticket Checking Cadre – Classification of posts of Conductor in grade Rs.425-640 on Railway.

1. Reference your replies to Siri N. Padmanabhan, Addl. Executive Director, Estt.(N), Railway Board’s D.O. letter of even number dated 25.09.1985 on the above subject.

2. It is seen that the cadre of Ticket Checking staff comprising of Ticket Collectors and T.T.Es. on most of the Railways is combined from the lowest grade to highest grade except on Northern Railway, where the cadre gets separated in Rs.425-640 and the post of Head TC, Supervisors/ STEs and Conductors are operated separately.

Further, it appears that the posts of Conductors in scale Rs.425-640 on Eastern, South Central, South Eastern and Western Railways are filled on ex-cadre basis while on Southern Railway, the same filled from amongst TTEs who have already cleared the selection for promotion to the post of Head TCs, Senior TTEs. On the other hand, on Central, Northern, North Eastern and Northeast Frontier Railways, the posts are being filled on seniority basis from amongst volunteering TTEs. The question regarding the mode of filling up the posts of Conductors in grade Rs.425-640 has been under consideration of the Board for sometime past. Keeping in view the need to man the post by smart persons, as a lot of public contact involving human touch and that is required for this cadre of the staff, it has since been decided that the posts of Conductors in grade Rs.425-640 may be filled by the staff who have cleared the selection for promotion to grade Rs.425-640. On Southern Railway, this practice is already in vogue. On other Railways, where the cadre is combined from the lowest to highest grade, they may deploy staff as Head Ticket Collector – Conductor – Head TTE in grade Rs.425-640 in that order on selection to that grade. In Northern Railway, where the posts in grade Rs.425-640 are operated separately in respect of Conductors. Head TCs and Supervisor/ STEs, they may either fill the posts of Conductors in grade Rs.425-640 by calling options from amongst Head TCs and Supervisor/ STE or follow the practice of combined cadre from the lowest to highest grade and delay the staff in grade Rs.425-640 in the order, as indicated above.

4. If the above decision of the Board warrants revision of the existing Avenue Chart, the Railways will, no doubt, finalize the same in consultation with their recognized unions.
