RBE No. 125/1991: Promotion – Group ‘D’ to Group ‘C’

Sub: Examination for promotion of Group ‘D’ employees to Group ‘C’ fixation of schedule.

1. It was stated by AIRF in the PNM meeting held on 16/17th May, 1991 that on some of the Railways no time schedule has been prescribed for holding the examination for promotion of Group ‘D’ employees to Group ‘C’. It not only results in delay in holding the examination but also leads to un-unintended benefits or loss to the employees in the matter of eligibility.
2. The matter has been considered carefully by the Board. It is hereby clarified that the instructions regarding maintenance of calendar for selection in various grades issued under Board’s letter No.E(NG)I/87/PM1/14 (AIRF), dated 22.07.1988 (RBE No. 157/1988) also apply to the examination for promotion of Group ‘D’ employees to Group ‘C’ posts against the quota earmarked for them. Therefore, clear time schedule for such examinations should also be laid down in the annual calendar of selection.
3. It would also be desirable to complete three years service required for appearing in the said examination, on a specified date, to be notified in advance, say 31st July every year.
