The recommendation made in the 47th report of the Parliamentary Committee on the Welfare of SCs and STs on Eastern Railways is reproduced below:-

The Committee are surprised to note that ‘Safety consideration’ have been stated to be one of the considerations for not filling the reserved posts through promotions. The Committee fail to understand as to how it could be that there are not sufficient number of SC/ST employees working in technical Departments having a bearing on safety in the Railways when the reservation has been in force for nearly two decades. The Committee recommended that Railway start imparting training to more and more employees belonging to Scheduled Castes and Scheduled Tribes in the discipline where safety is one of the important factors so that there is no dearth in the availability of Schedule Caste and Scheduled Tribe employees at the time of effecting the promotion.
In this connection attention is invited to instructions contained in the letters quoted above Board desire that in all promotions to safety category posts, all eligible candidates must be given pre-selection coaching covering the syllabus for the examination for the selection for such posts. It is further desired that no reserved posts must be de-reserved unless such training has been imparted to all eligible SC/ST candidates.
